Brazil time follows Universal Time Clock

Brazil time is divided into four time zones.  Based on the universal time clock starting at Greenwich Meridian, in theory the earth is divided into 24 time zones of 15 degrees each.  In practice the system of time keeping is much more complicated than that.  Not only do some time zones vary by quarter hour or half hour components, but some areas observe Daylight Savings Time or Summer Time.  Even within a specific time zone, not all communities or areas observe Daylight Savings Time. Only the time zones in the western parts of the country overlap any time zones in Canada or the United States.

Brazil time in the popular tourist areas, such as Rio de Janeiro, Brazilia and São Paulo for example, is three hours behind Greenwich Mean Time (UTC -3)  Most of this area observes Daylight Savings Time, or Summer Time.  In the United States, the farthest point east in Maine is under Eastern time which is Greenwich Mean Time -5.  The easternmost Brazil time is UTC -2.  This is found in the states of Rio Grande do Norte, Paraíba, Pernambuco, Alagoas and Sergipe all in the far northeast of the country.

As one moves westward into the next Brazil time zone, that of UTC -3 the major districts of  Distrito Federal, Mato Grosso, Mato Grosso do Sul, Goiás, Minas Gerais, Espírito Santo, Rio de Janeiro, São Paulo,  Paraná, Santa Catarina, and Adotam Rio Grande do Sul.  This Brazilian time zone is the same as New York City Daylight Savings Time.

Brazil time in the UTC -4 zone includes the districts of Mato Grosso, Pará, Amapá, Rondônia, Roraima, and Amazonas are one hour behind Brazilian Standard Time. 

Brazil time in Acre state is Greenwich Mean Time -5.  This is in the extreme northwestern part of the country.  GMT-5 is equivalent to U.S. Central Standard Time.

Daylight Savings Time or Summer Time in Brazil is set by decree and varies each year.  Beginning in 2002 years that end in an even number advance the spring date for switching to Summer Time from an October date to a November date.  In odd-numbered years, the spring forward rule leaves the beginning date in October.  The reason for the variance is the difficulty in programming voting machines to accept a time change during the middle of the voting cycle.  The most populous areas of Brazil use Summer Time, while the balance of the country stays with Standard Time.

In populous Brazil Summer Time comes into effect during a period and districts determined annually. During the period of Daylight Saving Time, Brazil's clocks go forward one hour in most of the Brazilian southeast.
